The Arbor Passport program takes the best of One-Stop services and offers
out-of-school youth (OSY) a life-changing opportunity. Passport offers rural,
urban, and suburban opportunity, is delivered by community professionals
for the benefit of community youth, and is supported by local businesses.
Passport: A New Way of Engaging the Hardest to Serve Youth
The unique design of the Passport program provides economically disadvantaged
youth opportunities to interact with peers at a community-based business
setting, guided by an individualized plan with future goals and employment
aspirations, and a Career Specialist who provides mentoring support.
Passport is the foundation for a one-of-a-kind employment and training program
that prepares youth for entry into one of five career paths according to
their individual needs and aptitudes. Each of the five phases allows youth
to progress toward professional placement in areas of employment, secondary
education, occupational skills training, military, and GED goals. The model
provides youth with a quality experience, meets WIA regulations, and connects
them to the One-Stop system.
